Invitation to Bid

for the

MEALS AND SNACKS for various activities of the City Health Office, OSCA and City Planning & Development Office

1. The City Government of Pasay, through the GENERAL FUND CY2023 intends to apply the sum of Four Hundred Forty Two Thousand Pesos (Php 442,000.00), being the ABC to payments under the contract for the MEALS AND SNACKS for various activities of the City Health Office, OSCA and City Planning & Development Office. Bids received in excess of the ABC shall be automatically rejected at bid opening.

City Health Office
(1) Anti-Smoking Awareness Activity 48,000.00
(2) Training on Adolescent Job Aid (AJA) Activity 33,000.00
(3) Metro Manila Drinking Water Quality Monitoring
Committee Technical Working Group Meeting 27,500.00
(4) Training on Healthy Young Ones for Health
Service Providers 51,000.00
(5) Training on Adolescent Peer Educators 67,500.00

2. The City Government of Pasay, through its Bids and Awards Committee (BAC) now invites bids for the above Procurement Project. Expected completion of delivery for the said project is within the Activity Date upon receipt of Notice to Proceed (NTP). Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from City Government of Pasay, BAC Secretariat at Telephone Nos. 8834-8814 or 8834-8809 and inspect the Bidding Documents at the address given below from Monday to Friday from 8:00am to 5:00pm.

5. A complete set of Bidding Documents may be acquired by interested bidders on May 11, 2023 from the BAC Secretariat at the given address below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest guidelines issued by the GPPB, in the amount of Php 500.00. The Procuring Entity shall allow the bidder to present its proof of payment for the fees by presenting the original copy of the Official Receipt.

6. Bids must be duly received by the BAC Secretariat through manual submission (by dropping the sealed bid envelopes at the drop box located) at the Conference Room, Office of the City Administrator, Rm 204 2nd Floor, Pasay City Hall Building on or before May 25, 2023 at 10:00 AM. Late bids shall not be accepted.

7. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

8. Bid Opening shall be on May 25, 2023 at 10:00 AM at the Conference Room, Office of the City Administrator, Rm 204 2nd Floor, Pasay City Hall Building and/or through videoconferencing/webcasting via Zoom. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity

9. The City Government of Pasay reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
