INVITATION TO BID FOR THE Procurement of Various Breeding Stock/Livestock

1. The Department of Agriculture-Regional Field Office 7, will conduct a public bidding through GAA 2023 and intends to apply the sum of Six Hundred Twenty Seven Thousand Four Hundred Pesos (₱ 627,400.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Various Breeding Stock/Livestock. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Department of Agriculture-Regional Field Office 7 now invites bids for the Procurement of Various Breeding Stock/Livestock with the following details/specifications:

1) 100 heads Piglet @ 5,980.00/head
Age at least 1.5 months old and weighs at least 12 kg
Dewormed, apparently healthy and no physical deformities
Vaccinated against common diseases: Hog Cholera & other vaccines for breeders

2) 1 head Native Buck/Male Goat @ 9,800.00/head
Age 10-12 months old and weighs at least 15 kg
CAE, Brucella negative; with Animal Health Record for vaccination and deworming
With ear tag and rope-tamed with 5-m rope

3) 2 heads Native Doe/Female Goat @ 9,800.00/head
Age 8-10 months old and weighs 15-20 kg
CAE, Brucella negative; with Animal Health Record for vaccination and deworming

Other requirements:
*Unit cost includes transport cost to delivery site.
*Animals must be apparently healthy, free from communicable diseases and abnormalities;
*Weighing scale is a must for dealer;
*BAI livestock handlers & transport carrier (in lieu of the license, present OR as proof of payment);
*Must be sourced out within the Provinces of Region 7;
*Within one week after delivery, any mortalities will be replaced by the supplier upon prior notice;
*Supplier shall notify DA-RFO7 at least a week before the proposed date of delivery;
*Requires BAI Accreditation

For Post-Qualification to be presented:
*Certificate of Free Status for African Swine Fever (ASF) (piglet)

Delivery of the Goods is required within 45 calendar days from the receipt of approved Notice to Proceed (NTP). Bidders should have completed, within five years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from Department of Agriculture- Regional Field Office 7- BAC 2 Secretariat through the contact details given below and inspect the Bidding Documents as posted on the Philippine Government Electronic Procurement System (PhilGEPS).


5. A complete set of Bidding Documents may be acquired by interested Bidders on May 3, 2023 from the given address below and upon payment of non-refundable Bid Document Fee the amount of One Thousand Pesos (₱1,000.00) (based on Appendix 8 - Guidelines on the Sale of Bidding Documents of the 2016 Revised IRR of 9184 updated as of January 31, 2023. The Procuring Entity shall allow the bidder to present its proof of payment for the fees which will be presented in person, by facsimile, or through electronic means.

6. The Department of Agriculture-Regional Field Office 7, will hold a Pre-Bid Conference on May 11, 2023 -2:00 p.m. at DA Conference Room, DA Complex, Highway Maguikay, Mandaue City, which shall be open to prospective bidders. Electronic Pre-Bidding is not available for this procurement opportunity.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before May 23, 2023 - 10:00 a.m. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on May 23, 2023 - 10:00 a.m. at DA-RFO 7 Conference Room, DA Complex, Highway Maguikay, Mandaue City. Bids will be opened in the presence of the bidders or bidder’s authorized representatives who choose to attend the activity. Electronic Bidding is not available for this procurement opportunity.

10. The Department of Agriculture does not condone any form of solicitation on any prospective winning and losing bidders by any of our staff/employees or any other party. Any sort of this kind shall be reported immediately to the Office of the Secretary or the National Bureau of Investigation (NBI) for entrapment and proper investigation.

11. The Department of Agriculture Regional Field Office 7 (DA-RFO 7) reserves the right to reject any and all bids, annul the bidding process, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
