Invitation to Bid
1. The DPWH-Leyte Fourth District Engineering Office, Ormoc City, through the GAA 2023 intends to apply the sum indicated hereunder being the Approved Budget for the Contract (ABC) to payments under the contract for the following procurement projects. Bids received in excess of the ABC shall be automatically rejected at bid opening, viz:

1.1 Contract Name : Construction of Naungan Bridge along Ormoc–San Juan –Lao–Naungan Road, Leyte
Contract ID : 23IF0116
Contract Location : Leyte
Scope of Work : Construction of Bridge – 120.00 meters
Approved Budget for the Contract (ABC) : Php 212,300,000.00
Contract Duration : 420 Calendar Days
Cost of Bidding Documents : Php 50,000.00

2. The DPWH-Leyte Fourth District Engineering Office, Ormoc City now invites bids for the above Procurement Projects. Completion of the Works is required based on the above-stated contract duration. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information from DPWH-Leyte Fourth District Engineering Office, Ormoc City and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M Monday to Friday.
5. A complete set of Bidding Documents may be acquired by interested bidders on August 30, 2023 – September 18, 2023 until 9:00 a.m. from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand (P50,000.00) for CID No. 23IF0116.The Procuring Entity shall allow the bidder to present its proof of payment for the fees through its Authorized Representative or through electronic bid submission.

6. The DPWH-Leyte Fourth District Engineering Office, Ormoc City will hold a Pre-Bid Conference on September 6, 2023 @ 10:00 A.M. at Procurement Unit-DPWH-Leyte IV-Ormoc City and/or through livestreaming via facebook, which shall be open to prospective bidders.

Bidding for the for above mention project shall be conducted “Short of Award” pending availability / receipt of FY-2023 Funds / SAA.

7. Bids must be duly received by the BAC Secretariat through (i) manual submission at the Procurement Unit-DPWH-Leyte IV-Ormoc City and (ii) online or electronic submission at electronicbids_leyte4@dpwh.gov.ph using zip document files as indicated below on or before September 18, 2023 @ 9:00 A.M. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in
ITB Clause 16.
9. Bid opening shall be on September 18, 2023 immediately after the deadline of submission of bids. at the Procurement Unit-DPWH-Leyte IV-Ormoc City and/or through livestreaming via facebook Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
10. Use zip document files for Electronic Bid Submission. Late Bids shall not be accepted.

11. The DPWH-Leyte Fourth District Engineering Office, Ormoc City reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.

12. Prospective Bidders/Consultants/Authorized Representatives who will attend the procurement activities and submit bids are strictly advised to observe COVID-19 health protocols prescribed by the IATF for COVID-19 and/or Local Government Units.
