NO. 2023-010 – RBAC II-A

PUBLIC RE-BIDDING FOR THE SUPPLY AND DELIVERY OF MEDICAL AND LABORATORY SUPPLIES (LINE ITEM)

The DOH - Center for Health Development MIMAROPA (DOH - CHD MIMAROPA) through the authorized appropriations under General Appropriation Act of 2023 intends to apply the sum of Four Hundred Eighty-Two Thousand Eighty Hundred Fifty Pesos Only (Php 482,850.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Project, “Supply And Delivery of Medical and Laboratory Supplies (Line Item)” Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Center for Health Development MIMAROPA now invites bids for the above Procurement Project. Delivery of the Goods is required within:

from receipt of Notice to Proceed. Bidders should have completed, within the past three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

Interested bidders may obtain further information from the DOH - CHD MIMAROPA Bids and Awards Committee II Secretariat and inspect the Bidding Documents at the address given below during office hours, 8:00 AM to 5:00 PM.

A complete set of Bidding Documents may be acquired by interested bidders from the Address given below with the corresponding bid documents fee amounting to Php 500.00. A letter of intent containing the Name of the Project and its Authorized Representative from the bidder/s to purchase bidding documents is required.

The DOH-CHD MIMAROPA will hold a Pre-bid Conference on September 1, 2023, 1:30 P.M at the Center for Health Development MIMAROPA which shall be open to prospective bidders. Interested bidders may join through video conferencing via WebEx Application with the corresponding link.

Bids must be duly received by the RBAC II Secretariat through manual submission at the office address indicated below, on or before September 19, 2023, 8:30 A.M. Late bids shall not be accepted.

All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14.

Bid opening shall be on September 19, 2023, 9:00 A.M. at the Center for Health Development MIMAROPA.

Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

Bidder/s are also required to submit a USB with a soft copy (PDF format) of all of their submitted bidding document files with password on the financial documents.

The Center for Health Development MIMAROPA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
