INVITATION TO BID FOR THE CONSTRUCTION OF THREE-STOREY ACADEMIC BUILDING WITH PROVISION FOR COVID RESILIENCY-PHASE 2
(MALITBOG CAMPUS) CONTRACT ID NO.SC-2022-C03A3 (NEGOTIATED PROCUREMENT-TWO FAILED BIDDING)


1. The Bukidnon State University, through the Budget Approved by the Board of Regents 2022 (Fund 101) intends to apply the sum of Four Million Seven Hundred Thousand Pesos (Php 4,700,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Three-Storey Academic Building with provision for COVID Resiliency-Phase 2 (Malitbog Campus) contract ID no. SC-2022-C03A3 (Negotiated Procurement-Two Failed Bidding). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Bukidnon State University now invites bids for the above Procurement Project. Completion of the Works is required Ninety (90) Calendar Days. Bidders should have completed a contract similar to the Project Four (4) years (September 19, 2019- September 19, 2023). The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information from Bukidnon State University-Bids and Awards Committee Office and inspect the Bidding Documents at the address given below from 8:00am -5:00pm, except Saturdays and Sundays and during holidays.

5. A complete set of Bidding Documents may be acquired by interested bidders on August 25, 2023 from given address and website/s below Bids and Awards Committee (BAC) Office, 1ST Floor Supply, Research & Extension Building, Bukidnon State University: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees [Official Receipt, Payment Form and Deposit Slip through online].

6. The Bukidnon State University will hold a Negotiation Conference on September 05, 2023;9:00AM at Conference Room, 2nd Floor, Finance Building, Bukidnon State University, through video conferencing or webcasting via ZOOM Meeting (Meeting ID: 920 0659 4450 Password: 427079) which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address as indicated below, (ii) online or electronic submission as indicated below, or (iii) both} on or before September 19, 2023; 9:00AM. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9. Quotation opening shall be on September 19, 2023; 9:00AM onwards at the given address below Conference Room, 2nd Floor, Finance Building, Bukidnon State University/ZOOM Meeting (Meeting ID: 947 2464 0965 Password: 307194). Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity online.

10. In case of a tie Bid, the BAC will conduct the Guidelines on the use of Non-Discretionary/Non-Discriminatory Selection criteria as Tie-Breaking Method in case of two or more Bidders are determined and declared as the Lowest Calculated and Responsive Bidder (LCRB) (GPPB Circular No. 06-2005)

11. The Bukidnon State University reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
