RENTAL OF MOTOR VEHICLE FOR PAG-IBIG FUND TAS-SOUTHERN TAGALOG AND CALAMBA HOUSING BUSINESS CENTER (1) YEAR PERIOD

1. The Pag-IBIG Fund TAS-Southern Tagalog, through the Y2023 Corporate Operating Budget intends to apply the sum of Nineteen Million Nine Hundred Twenty-Seven Thousand Pesos (Php 19,927,000.00) inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Rental of Motor Vehicle for Pag-IBIG Fund TAS-Southern Tagalog and Calamba Housing Business Center (TAS-2023-04). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Pag-IBIG Fund Bids and Awards Committee (BAC) TAS-Southern Tagalog now invites bids for the above Procurement Project. Delivery of the Goods is required within One (1) Year as specified in Section VI (Schedule of Requirements) of the Bidding Documents. Bidders should have completed, within the period of Three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from Pag-IBIG Fund BAC TAS-ST Secretariat through the contact details given below and inspect the Bidding Documents as posted at the websites of the Pag-IBIG Fund and the Philippine Government Electronic Procurement System (PhilGEPS).

5. A complete set of Bidding Documents may be acquired by interested Bidders starting August 24, 2023 from the Pag-IBIG Fund BAC-TAS ST Secretariat at the at the 3RD Floor, Pag-IBIG Fund TAS- Southern Tagalog, High Rise Business Center, National Highway, Brgy. Halang, Calamba City, Laguna upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (Php 25,000.00). The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.

Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund and can be made on the following schedules, provided that the prospective bidder has initially secured an authorized Payment Order Form at the BAC-TAS Southern Tagalog Secretariat:

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means.

6. The Pag-IBIG Fund BAC-TAS Southern Tagalog will hold a Pre-Bid Conference on September 1, 2023, 1:30 P.M. (PST) at Pag-IBIG Fund TAS Office, 4th Floor, Conference Room, High Rise Business Center, Brgy. Halang, Calamba City and/or through a videoconferencing or webcasting via Zoom which is open to prospective bidders. Request for the meeting ID/link and passcode must be communicated with the BAC TAS-Southern Tagalog Secretariat via email at st.procurement@pagibigfund.gov.ph or agcomendador@pagibigfund.gov.ph, at least one (1) working day prior to the scheduled Pre-Bid Conference and shall be limited only to one (1) representative per company. The said meeting ID/link must be for exclusive use of the authorized representative of the bidder.

7. Bids must be duly received by the Pag-IBIG Fund BAC TAS-Southern Tagalog Secretariat through manual submission at the given address below, on or before 10:00 A.M. (PST) of September 13, 2023. Late bids shall not be accepted.

8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on September 13, 2023, 1:30 P.M. (PST) at the 4th Floor, Conference Room, High Rise Business Center, National Highway, Brgy. Halang, Calamba City, Laguna and/or through a videoconferencing or webcasting via Zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10. The Pag-IBIG Fund reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
