SUPPLY & DELIVERY OF VARIOUS FURNITURES AND FIXTURES FOR GUIDANCE & COUNSELING STUDENT CENTER, 1 LOT AND SUPPLY & DELIVERY OF VARIOUS OFFICE EQUIPMENT FOR GUIDANCE & COUNSELING STUDENT LOUNGE, 1 LOT

1. The Zamboanga State College of Marine Sciences and Technology, through the STF 164- FIDUCIARY intends to apply the sum of TWO HUNDRED THIRTY-ONE THOUSAND PESOS (₱231,000.00) being the ABC to payments under the contract for B-072-2023 SUPPLY AND DELIVERY OF VARIOUS FURNITURES AND FIXTURES FOR GUIDANCE AND COUNSELING STUDENT CENTER, 1 LOT AND SUPPLY AND DELIVERY OF VARIOUS OFFICE EQUIPMENT FOR GUIDANCE AND COUNSELING STUDENT LOUNGE, 1 LOT. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The ZSCMST through the FUND-164 FY 2023 intends to apply the sum of ABC corresponding to each lot/item as shown, and the Procurement Project/identification number of contract for each lot being the ABC to payments under the contract for each lot. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.

. The Zamboanga State College of Marine Sciences and Technology now invites bids for the above Procurement Project. Delivery of the Goods is required THIRTY (30) Calendar Days. Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Prospective Bidders may obtain further information from Zamboanga State College of Marine Sciences and Technology and inspect the Bidding Documents at the address given below during 8:00 A.M. to 5:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested Bidders on August 18, 2023 from the given address and website(s) below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, Bidding documents may be acquired by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents

It may also be downloaded free of charge from the website of the Philippine Government Procurement System (PhilGEPS), provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

6. The Zamboanga State College of Marine Sciences and Technology will hold a Pre-Bid Conference on September 01 , 2023 @ 1:30 PM at G/F, Supply Building, ZSCMST, Fort Pilar, Zamboanga City and/or through ZOOM video conferencing Meeting ID: 828 9787 4438
Password: 284605, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual or online submission at the office indicated below on or before September 13, 2023 @ 09:30 AM. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on September 13, 2023 @ 10:00AM at the given address below G/F, Supply Building, ZSCMST, Fort Pilar, Zamboanga City and/or via ZOOM Video Conferencing with Meeting ID: 898 5854 7449
Password: 089892. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

11. The Zamboanga State College of Marine Sciences and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
