INVITATION TO BID

1. The PHILIPPINE TEXTILE RESEARCH INSTITUTE (PTRI), through the CY 2023 GIA Project “Smarter OneLab for Industry 4.0 through Testing and Calibration, Education, and Discovery (OneLab for TED)”, intends to apply for a total of THIRTEEN MILLION PESOS (Php13,000,000.00) being the ABC to payments under the contract for the following:

Bids received in excess of the ABC for each item shall be automatically rejected at bid opening.

2. The PTRI now invites bids for the above Procurement Project. Delivery of the Goods is required by 120 Calendar Days . Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4. Prospective Bidders may obtain further information from PTRI through the BAC Secretariat and inspect the Bidding Documents at the address given below during office hours from 8:00 a.m. to 5:00 p.m.

5. A complete set of Bidding Documents may be acquired by interested Bidders on 22 August 2023 to 12 September 2023 from the given address and website(s) below upon payment of Six Thousand Pesos (Php6,000.00) . The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person.

6. The PTRI will hold a Pre-Bid Conference on 29 August 2023 at 10:00 a.m. through video conferencing or webcasting via Zoom, which shall be open to prospective bidders. Link will be shared to all prospective bidders at least one hour before the conduct of Pre-Bid Conference.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before 12 September 2023 from 9:00 a.m. to 10:00 a.m. . Late bids shall not be accepted. Time shall be based on the Philippine Standard Time.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on 12 September 2023 at 10:00 a.m. at the PTRI TELA Gallery, 2nd Floor, PTRI Main Building, General Santos Avenue, Bicutan, Taguig City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The bidders shall submit three (3) sets of documents. Original, Copy 1 and Copy 2, duly sealed, labeled and countersigned. Each set contains two (2) envelopes, one (1) Technical and one (1) Financial Proposal. The three (3) sets i.e, Original, Copy 1 and Copy 2, must be contained in an outer envelope/packaging duly sealed, labeled and countersigned. The labels must contain the PhilGEPS reference number.

11. The PTRI reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.

5. Advanced training for at least 2 PTRI testing staff at the manufacturer's training site (with provisions for accommodation and airfare, if not local)
6. Hauling and delivery from port to work site including, but not limited to, unloading and fork lifting
7. At least one-year warranty on parts and services from dates of installation and acceptance
8. On-call after-sales service by trained technician (attach training certificate) for at least two years free of charge
9. Equipment operational controls must be in English (as shown in the picture of the equipment from the brochure)
10. Manufacturer must have international quality certifications such as ISO 9001 and ISO 14001 (as shown in manufacturer's website)
11. Link to the manufacturer's website with downloadable equipment brochure and manufacturer's profile including quality certifications
12. A USB flash drive containing the video file showing the equipment to be offered including the specific brand and model must be submitted as part of the bid documents. The video must contain product features, operational demo, or other related clips that will attest to the existence of the product being offered by the manufacturer.
